A parent in Almere wrote to us last spring: "In Bengaluru she was first in her class. Here the teacher says she is doing fine, and her Cito rekenen score is a III. I don't understand what happened." Nothing had happened to the child. What she knew in September, she still knew in June. What changed was what was being measured, in which language, and what the school did with a child who was ahead. This post explains the mechanism, because once you see it, the fix is obvious.
Reason 1: the test measures something different
A Cito or IEP rekenen test in the Netherlands is almost entirely redactiesommen, word problems set in real situations, written in Dutch. "Sanne koopt drie broden van โฌ2,45 en betaalt met een briefje van tien. Hoeveel krijgt ze terug?" The maths is trivial. The reading is not, for a child who has been in the country eight months.
An Indian school test, by contrast, is mostly bare calculation, with the word problems short and in English. So the child who was first in class in India was first at exactly the thing a Dutch test barely measures, and is now being measured on exactly the thing she has not had time to learn.
The scores themselves confuse parents too. A Cito score of I to V is a band relative to all Dutch children, not a mark. A III means "in the middle 20 percent". For a child taking the test in her second language, a III in rekenen is, honestly, a good result. It is not a sign the maths has gone.
Reason 2: the method is different, and method is graded
Dutch rekenen grades the route, not only the destination. "Laat je berekening zien" (show your calculation) sits under most questions, and the expected route is specific: the number line, splitting, the ratio table, the Dutch column layout. A child who writes the Indian algorithm and the correct answer is marked as partially correct, because the teacher cannot see the strategy she was taught to look for.
We see this in nearly every newly arrived child. It is a notation problem and it takes a few sessions to fix, but until it is fixed the child looks weaker than she is, on every test and in every classroom interaction.
Reason 3: nobody is pushing, and that is on purpose
Dutch primary school is deliberately low-pressure. There are no ranks, very little homework before groep 7, and a genuine cultural belief that "doing fine" is fine. For a Dutch child, that works. For a child who arrived two years ahead, it means two years in which the school will not stretch her, because she is meeting the groep's targets and the targets are the job.
This is the part that catches Indian parents out, because it is invisible. The report says fine. The teacher says fine. And the child is coasting. By groep 7, when fractions, percentages, ratio and long context problems arrive together, the arithmetic lead has been spent and the habit of effort has faded. That is when "she was ahead in India" turns into "she is average here" and it feels sudden. It was not sudden.
Reason 4: the order is different, so "ahead" is not evenly ahead
Indian children arrive ahead in arithmetic, fractions and large numbers. They are not ahead in estimation, in explaining a strategy, in the ratio table, in measurement and scale, or in reading data from Dutch tables and graphs, because those are taught differently or later in India. So the child is a year ahead on half the test and a year behind on the other half, and the average is, of course, average. Our groep-by-groep guide sets out exactly which topics fall on which side.
The five things that fix it
1. Separate the language from the maths. Take a recent Cito or IEP test, or the school's method book, and go through the wrong answers with the problem translated. If the child gets them right in English, the issue is Dutch reading, and the maths is intact. If she still gets them wrong, there is a real gap, and it is usually one of the "Dutch-first" topics above. Parents can do this themselves in an evening. It changes the conversation with the teacher.
2. Learn the Dutch routes. The number line, splitsen, the ratio table, kolomsgewijs and the Dutch column layout. Twenty minutes each. Once the child can show her working the way the school expects, her marks rise without her maths changing at all.
3. Keep a weekly routine that goes beyond the groep. Not more of the same, and not the Indian pace on Indian topics. The right routine is the Dutch topic list, in the Dutch order, at a stretch level: the 1S reference level rather than 1F, plus, from groep 6, the beginnings of algebra and formal geometry that Dutch children meet only in the brugklas. This keeps the lead alive and makes a VWO advice realistic.
4. Ask the school for enrichment. Use the words: verrijking, plusklas, "meer uitdaging". Dutch schools do have provision for children who are ahead, but it is offered when asked for, not automatically. Bring the school's own LVS scores to the conversation.
5. Practise redactiesommen in Dutch, with help. Fifteen minutes, three times a week, with the vocabulary of maths problems: korting, verhouding, gemiddeld, oppervlakte, hoeveel blijft over. This is the one place where a Dutch tutor or a parent with Dutch beats us, and we say so.
What this looks like in practice
The girl in Almere is now in groep 8. Her rekenen score moved from III to I over four terms. Her maths did not improve dramatically; her ability to show it did, and she was stretched every week instead of waiting. Her school advice is VWO. Her mother's comment when she got it was that she wished someone had explained the mechanism in the first month instead of the second year.
