A class that is a worksheet done in silence, or a lecture, is not tutoring. The whole value is the tutor watching the working.
The four skills that decide 4th grade
3rd grade is where US school maths changes shape. Under the Common Core and every state's version of it, the year introduces multiplication and division within 100, fractions as numbers, area and perimeter, and word problems with two steps, and in most states the first standardized test (STAAR in Texas, MCAS in Massachusetts, the SBAC/CAASPP in California and the West, New York's state test) is sat in the spring of 3rd grade.
- Multiplication facts to 10 × 10, automatic by spring. Not "can work them out": automatic, under three seconds. Division facts follow from them. A child without them in 4th grade does long multiplication at half speed and makes errors that look like maths errors and are memory errors.
- Fractions as numbers on a number line. Halves, thirds, quarters, sixths and eighths as positions between 0 and 1, and the idea that 2/4 and 1/2 are the same place. This is the single most common gap we find in 4th and 5th graders, and it starts here.
- Two-step word problems, read properly. "Maria had 24 stickers, gave 6 to each of 3 friends, how many are left?" The child must find the two operations and their order. Most wrong answers are reading errors.
- Reading at grade level. From 3rd grade the maths test is a reading test: the state tests put most of the marks in worded questions. A child reading below grade level loses maths marks for reading reasons, and a maths tutor who does not read the problem aloud with the child misses it.

When to start, and when to wait
Start now if the worksheet shows a gap in two of the four skills, or if the teacher has used the words "below grade level" or "intervention", or if the state test is within four months. Wait if the child is on grade level and simply slow: a term of ten minutes a day of fact practice at home (the tutor's job, done by a parent) fixes slow. Do not wait for 4th grade to "see how it goes"; 4th grade multiplies the 3rd grade gaps, literally.
